Some games can be duplicated form regions close to each others.
Busiest regions are : NY-LA-Paris-Hambourg

But just to be clear this does not always give you the full games lists, Steam still filters the list by ping/latency, so you will still not see games hosted but people about what ever threshold steam uses, even if both of you changed to the same region.
The only way to get around this is to use your steam friends list or the player list in a steam group chat. This is what we do at Civplayers leagues.
When a player has a game hosted you need only click the icon by their name in the list and click Join Game. This gets around the fact that you can't see their games in any lobby list.
If you are interested in see this in practise or getting a game or two, feel free to visit the Civplayers chat lobby, it is active most times of the day, the link is in my sig.
