Changing starting locations

Sorry for the simple question, but I have yet to experiment at all with Civ IV's world builder. I looked over the front page of posts and didn't see an obvious place to find this answer.

All I want to do is change the starting locations for some civs in the Earth 18 Civs scenario. How do I do it?
