Yes, it's possible to change the menu music.
If you go into your Civilization 3 game folder, into Conquests, into Sounds, and then into Menu, there should be a file called menu1.mp3. You can replace this file with another MP3 and it will play on your main menu. Make sure you back-up the original in case you don't like the replacement or if it doesn't work (there may be some technical limitations in-game that prevent your MP3 from functioning properly).

Okay. That's a simple change.
The music that plays on your menu screen (Steam version) is found here:
Hard Drive > Program Files > Steam > Steamapps > Common > Sid Meier's Civilization III Complete > Conquests > Sounds > Menu > Menu1.mp3
The music that you are looking for is found here:
Hard Drive > Program Files > Steam > Steamapps > Common > Sid Meier's Civilization III Complete > Sounds > Menu > Menu1.mp3
Since the file is already there and since we already know the file will work in Civ3, it's as simple as just switching the two files around. Once you do that, your menu music should be using the vanilla version.
