Turn 4
Sign ROPs with Greece and Rome. Get as much straight cash as possible, then go with gold/turn.
Turn 5
Sign ROPs with India and Iroquois. Get as much straight cash as possible, then go for gold/turn.
Turn 14
If the game goes longer than 14 turns the Peace Treaties must be renegotiated on turn 14. Do not renegotiate with China or Babylon. Renegotiate with the Aztecs only if they have something we want and try to get that as their payment. Negotiate with Greece and Rome by getting as much straight payment on the table first, then add in gold/turn if possible. For the Iroquois and Indians figure our maximum take and then take half of it. Make as much of that as possible as straight payment instead of gold/turn. For Zululand, take half their treasury then negotiate g/t for the balance.

Lowering the luxury rate will make Philadelphia unhappy but hiring one entertainer for one turn should be enough to keep the people happy since that city's market will be complete in one turn.

Our settler currently in Lutetia should found a city two tiles due west of the Greek city of Rhodes.
When expanded to its two tile radius this new city will include the incense on the hill to the NW and the saltpeter on the mountain to the NE.
This spot is on the river bend. Does anyone know that counts as being on the river, i.e., will it need an aqueduct to grow?
 
make sure there is always at least one productive city near core is working on Knights and one on Muskets.

Also, upgrade Pikes to Muskets as it is convient making border cities the priority to receive the upgraded and new muskets.
 
At this point the culture ministry's priority is to support the preperations at Thebes for the FP, then building up toward our Cultural Assault in the south. Therefore, if needed, we should rush a temple in Thebes (After Marketplace), then look at a library for our new city, then a Temple in Justinian.

BTW, we need articles for the Phoenatican Weekly Standard! Anyone with an article please PM it to me.
