The issue isn't the getting the religions in the cities, that happens all too easily. It's preventing eastern religions spreading unrealistically to cities in Europe/Africa despite them having no knowledge of the religion even existing yet.
Never mind, I've posted the MOD in the Scenarios and Maps forum... i'll just have to live with the unrealistic spread.
