Is there a way, not using gold, to select which hex is incorporated into the city? This can be quite frustrating, as the AI and I often differ as to which tile would be best for me right now.

I am still frustrated, because so often the AI makes the "wrong" choice for me. e.g. I have researched Calendar, but not Masonry. I desperately need an extra luxury. The AI will choose marble before spices. Arrrrgh!
