No, -unfortunately-, if you have noticed, Civ3 maps are diamond tiled, Civ4 maps are square tiled. SO it is fairly hard -for now at least- to convert Civ3 to Civ4, and vice versa.

That wouldn't make a difference, but yeah, no one has created a utility for this. However, Rhye over at Firaxis made a tool to make it so that you could make BMP images into worldbuilder files. Civ3 had a similar tool that a lot of people used in the first place to quickly make maps. Because of this, there's not too much sense in making a Civ3 to Civ4 map converter, due to this tool filling almost everyone's interest in this topic. You can get it here.
