Cities in other provinces

We currently have a few cities in provinces without a governor, hence, no build queue:

Justinian, Heliopolis, Alexandria, Macao.

I think.

Who is making these queues now? Who should?

- Domestic Advisor.
- Closest governor.
- Up to the player.

IMHO, the first one makes the most sense to me.
 
I think the domestic department governs them until the next election. I am not sure if it is hidden somewhere in our constitution, or if we ave just discussed it before. In the case of these cities, we may just want to assign them to existing provinces at some point.
 
I haven't actually lokked for the relevant articles in the constitution but IIRC the domestic advisor is governor of new cities. Once a new province has 3 cities in it a special election for governor is to be held. I assume that once term elections come around even provinces with one or two cities would have an election for governor.

Exactly correct.

Is there interest in examing alternatives to this system? Eyrei's suggestion of the closest governor has merit. There was also a suggestion a while ago that these should be handled by Foreign Affairs.
 
Another suggestion would be to have the Domestic Deputy be responsible for cities that are out of province. Here's my rationale:

In the real world a Deputy position is used to groom a candidate for higher office. The deputy backs up his boss and takes on lesser responsibilities in order to learn how to do the greater tasks. In our game we don't necessarily need the Deputy to learn how to run a city (I'm pretty sure we all know how to do that ;)) but it would make the position more of a traditional one to have the Domestic Deputy mirroring the Domestic Leader in this fasion. The Domestic Leader is the Provincial Governor of the Capital Province, the most important (generally) group of cities in the game. The Domestic Deputy could have the responsibility for managing the most outlying territories - not as important as the closer provincial cities but an excellent traditional "primer".

The other bonus of this would be to lessen the load on the Domestic Leader. It's already the most taxing position in the game.
 
Excellent idea, Shaitan. A new hat for the Deputy to wear and a step up on the power grid.

With the placement of the settler just south of Lugdunum and Eretria, we will have 3 cities in Province #5. This will require us to have an election, I believe, for a new Governor. Knowing this will happen on the next turn chat, we should probably get some nominations started.

We also need to get that turn chat schedule.
 
You're right, Cyc - there's no need to wait as this is a "done deal". I'll put a request in Needed Things for the Mods to start elections for Province #5.

Is this topic ready for a public poll? The options we've come up with all look pretty good. Proposed Poll:

Who should govern cities that are not in an active province (no Provincial Governor)?

Domestic Leader (current)
Domestic Deputy
Foreign Leader
Closest Provincial Governor
Designated Player (Pres)

Our Constitution calls for a governor to be elected for any province that grows to 3 cities. A governor is also elected during the normal monthly elections for any province with at least 1 city. Currently, cities that do not have a Provincial Governor are governed by the Domestic Leader. This poll will determine if we wish to continue with this method or change the governance of these cities.


Any comments or suggestions? I'll post this tomorrow if nobody objects.

For now, I would appreciate it if the domestic deputy, Donsig, would govern those cities that do not have a province, as it seems there is a lot of other things going on (namely the resignation of our president) that I need to devote time to. I support this idea as a long term solution to this situation, as well.
