City controls not working

Game version: 1.0.2.13 (DirectX 10/11)
CivUP version: 2.0.48

I'm not seeing any city control functions. I cannot change citizen management; also if enemies are near, I get the popup notification with the bullseye but I cannot actually fire with the city. Normal buildings or units show in the build queue, but but Wonders do not.

I've tried removing the Cache folder.

Yep, I have the same problem on my French game. It only seems to appear when a wonder is being built, but it messes up that city and the economic screen.

Same problem, if I try to build a wonder, city production controls no longer work.
This is a new bug introduced in CivUP 48, if I load the same savegame with CivUP 46 I don't have this issue.
