"City Flipping After Conquest" option

When using the "City Flipping After Conquest" option, does the AI know to fortify captured cities that are in danger of revolting?

Just curious since I started using this option and enjoy it. But at the same time, I don't want to handicap the AI if they don't know how to handle playing with this option enabled. (Not that it's THAT much different)
 
It looks to me like Better AI 0.76 sends some troops to cities in danger of a culture induced revolt but it's not enough when they have multiple cities in danger of revolts.

Looks to me like it's generally protecting it's most endangered city (pre garrision modifer) but letting the 2nd and 3rd most endangered cities revolt away.

I think a possible fix would be build more units designated police/garrison if a city needs more garrisons for police purposes and no suitable unit not already busy found.
