I'm finally winning on a regular basis playing at emperor level, and the one thing i've noticed more than anything is a massive increase in the number of city flips against me. It seems to happen regardless of the culture difference, resisting citizens (i usually get the city fully under control before they flip) distance to capital or number of garrison units i have in them. Beyond being incredibly annoying, they also tend to take massive parts of my military with them ( i regularly seem to see cities with 10-15 units flip) effectively destroying any offensive gains i might be making.
To bother me even further, my conquered cities never seem to flip back, no matter what.
Am I missing something, or is making your cities more likely to flip than the AI's cities just a new way of increasing the difficulty level? Are there any other variables that contribute to the chances of a city flipping?
