City Flips

I'm finally winning on a regular basis playing at emperor level, and the one thing i've noticed more than anything is a massive increase in the number of city flips against me. It seems to happen regardless of the culture difference, resisting citizens (i usually get the city fully under control before they flip) distance to capital or number of garrison units i have in them. Beyond being incredibly annoying, they also tend to take massive parts of my military with them ( i regularly seem to see cities with 10-15 units flip) effectively destroying any offensive gains i might be making.
To bother me even further, my conquered cities never seem to flip back, no matter what.
Am I missing something, or is making your cities more likely to flip than the AI's cities just a new way of increasing the difficulty level? Are there any other variables that contribute to the chances of a city flipping?

On the higher levels, because of the production bonus, the AI builds more culture buildings and has them earlier (1000year bonus), so they produce a lot more culture...
 
I got tired enough of this so I just turned flipping off. Or, I guess I could say, I flipped off flipping. The last game I played with it on, I lost two stacks of 15+ cavalry in one turn. They were both resting in little towns I'd recently captured. Too much time has to go into this game for me to have patience for things like that.

I don't miss flipping at all.
 
I like to keep flipping on but if I was to lose half my army in one flip then I would probably reload, especially if the army was too important to lose. Otherwise I will accept small losses of troops especially if its in the middle of a war.
 
Population reduction is one of the methods to reduce flipping and because the only effective way to reduce population to nothing is pop-rushing communism and fascism become best governments in new eras to wage an effective wars.
 
Another population reducer I rely heavily on is artillery bombardment. I usually wait until I have at least 50 artillery in industrial age wars and in modern times I almost always have at leat 100 radar artillery and about 30 or so stealth bombers. Turns take a while but the devastating affects on population, destruction of city improvements, and lower hit points of fortified infantry/mech infantry in the garrisons more than makes up for this. Of course, I play monarch so this might not be possible on emperor and above due to factors I am ignorant of....

@ dmanakho: Don't you need an "H." in between the "G." and "W." or did our current president say this, too, and I missed it somehow?
