ive got a couple of questions. now i know i could work these out, but id like to know pretty sharpish

1) if you build a city on a square with a special resource, bonus or whatever, does the city benefit from it e.g you build it on a wheat or cattle icon?

2) does a city have to be built right on the coast to have a harbour? seems to me that it should be able to do so if its built at least one back....

1) yes.
2) yes. the same for offshore platform and wonders. only cities that "touch" the sea can build stuff like that.

FYI: "Touching" (the coast to build sea structures or a river or other water source for irrigation) includes the diagonals in Civ3.
