City & Nation Borders - WorldBuilder Newbie Question

I've looked everywhere, can you help point me in the right direction?

I'm in the CivV World Builder and have my cities placed for my scenario, but how do I designate specific borders around cities? In the Civ IV map editor, you could just input a city's culture in their "edit" window and the borders expanded automatically, but nothing like that seems to exist in Civ V's. Am I missing something obvious?

It is under the "Paint" tab. Then one of the selections within that tab is Culture Borders. Like the name of the tab implies you then have to paint-in the cultural borders. Under "Culture Borders" be sure you select the correct player from the drop-down, and be sure to select your 'paint' brush-size before you begin setting all these borders.
