[GS] City State Borders Question

Hey, sorry if this is the wrong place to ask, it's been aeons since I've used this forum!

Recently tried Civ VI, and noticed a city state has been eating at least two tiles into my borders. How is this possible, and how do I prevent it or counteract it?
 
The number of tiles a city state owns outside of ring 1 is equal to the number of envoys it has been sent (not counting things like maximum size and envoy banishment, and free envoys from liberation).
 
Basically don't send that city-state envoys. If you notice it's borders are still expanding because other civs are piling in then your only choice may be to conquer them.
 
Ohh, damn. Thank you. I had sent them a million envoys because I was sick of fighting the AI for it. They'd eaten so far into my borders that one city got reduced to only having a one tile ring around it!

Liberation envoys cause border expansion, even if they total less than the max that were in there before conquest. I've had ridiculously large city state territories after three or four liberations.

The border shouldn't expand in that situation IMO, but that's the way it works. I suspect it's a bug, but we'll only know for sure if they patch it out.
