City-state colonies

Colonies so far, are providing me with nothing! I can't build units, I can't get income and they hinder my personnell. Would it be possible for colonies to be either militarisitic (gifts units) or a 'colony' (you'll have to program it in but it gives tax, military units and resources).

Well, we need military units! We need taxes, otherwise, they are a total dead weight and in alt history, you're better off invading them!

no, they give more reinforcement being allied than conquered unless you take the time/money to build a courthouse and a radio tower.
