City State Spawning

I have been trying to do a play along with a YouTuber (Potato McWhiskey). I used the same map seed, game seed, and game settings. Everything is spawning in identical places, which I expected, but my map spawned Nan Madol near me and his spawned La Venta. No matter how many times I start a new game or change the non-map settings, I always get Nan Madol.

Does anyone know why and/or know how I can get I different city state to spawn there? It's not that I necessarily want La Venta, I just want someone other than Nan Madol...

For what it's worth, he did post a save file of his game which I can use, but I'd prefer to play on a lower difficulty level than deity.

It's not possible unfortunately. Using the game/map seed will generate same map and spawn locations but will be different city states, as you have described. I have tried this a lot of times, the only option here is to use the save file I'm afraid

I believe Gedemon's "Yet (not) Another Maps Pack" mod allows for the selection of city-states that spawn, although I don't know if that would change their position in the process. Always worth a try.
