Phantom barbarian camp notifications

I'm repeatedly getting a notification for a barbarian camp spawning. Clicking on the notification zooms in on a revealed section of the map and reads, "New Barbarian Outpost - We have received rumors that a new tribe of Barbarians have moved into a nearby region."

However, I've moved units there and there's nothing there. This happened earlier in the game. I presumed a nearby city state had beaten me to clearing it, but now I think it was the same problem. I've scouted the area. There's nothing there. I dismiss the notification. It returns in subsequent turns. No units spawn. It feels like someone is f*cking with me.

I get that a lot late game. Hits the same spot multiple times, until it finally does drop a camp.
Guess they have a cloaking device.
