City states and AI choices

If I turn off city states, will the AI still pick policies that benefit relations with city states? Thanks!

I don't know if Gilga added any other related policies, but the patronage branch policies are vanilla, as are the mechanics by which the ai chooses. Perhaps we could sometime add an override sometime to stop the ai from choosing the if the option is turned off.

I was wondering, if you can choose which city-states there are in the play (at advance settings)?

Also, are there any UAE states, such as Abu Dhabi or Dubai? (could be oil rich).
