Has anyone else encountered this midway through a game? I've started about 5 games since I discovered this and it always happens to the 6th or 7th city state I encounter. The city state window pops up as usual when you first make contact but the space where it says ''the city state provides you with 15 gold'' is blank and you do not get the 15 gold. I'm not playing with mods so I have no idea what its happening..

City states stop giving gold on first encounter

It happens when you attack more than one City-State. You get one free DOW on one CS; if you DOW two CSs (or the same CS twice) you will not get any meeting gold from CSs you subsequently meet.
