city versus puppet ratio

1)Is there a suggested amount of cities to own in order to achieve a milatary victory?(a ratio for cities verses puppets)
Illustration: Max cities to own should never exceed 6, all other cities conquered should be designated Puppets)

2) Pay for city states allies, OR use my money for research aggreements?
Which is better for my cash? I can't afford both

#2 Is easier: Money for RA much better. Do city state quests to become allies for free and use spies to keep them.

#1 Situation dependent. And it's much better to think in terms when capturing a city of is the city itself decent or not.
But unless you have the Order tenet; for cities you are planning on keeping at all, initially puppet. Wait for the city to come out of resistance before annexing. (When your planning on annexing at all)

Keeping as a puppet vs annexing: Actually the #1 factor on this is would annexing at this time require a major cash spree to avoid delaying construction of national wonders.
