I'm assuming this isn't a bug and that its purely intentional that you can't use city view on custom maps, but has anyone found a way around it? For example, I see that all custom maps are saved as .biq, is there a way to save them as something other than .biq and still have city view?

no i dont think so as this has happened to me too and it also happens when doing a scenario on conquests.

When C3C came out they did not want to spend the time and money to get the new wonders and things into the view, so they disabled it for scenarios. You still get it for epic games, but only the old items are there.

No bug, just a way to get it out the door sooner and cheaper. No problem as seen it once, no need to see it again.

If you really want to see it, save your mod (or custom) file as the main "conquests.biq" (i HIGHLY suggest backing that file up before writing over it) Redirect the path files and make sure the artworks is set up the way you want it... then Viola! City View will work.

No. You may have a city view, but if you change any improvements, it won't be the correct one. Also, the 3 C3C Great Wonders and SPHQ will be missing.
It's not only the lack of gfx. Adding new pics would have required to rewrite the whole section, since all slots where filled (and the entire section is hardcoded anyway; for a mod, you needed to sort yout imps to fit the fixed order of pics).

make sure the artworks is set up the way you want it...
Exactly this doesn't work. You cannot setup the city view, you need to match your mod to the AV.

I'm not sure what you mean by this, what do you need to match it to for it to work?

No, the game will recognize any changes that were made and still treat it as a mod. Simply changing the name isn't good enough.
