City won't grow (Not a Bug)

Hi, New game I'm Romans, my city has said '0' turns till growth for at least 15 turns.

Any idea why?

Click "Toggle City Details" in the lower right menu and you'll see that you're consuming 6 food and producing 6 food, so your city isn't growing.

Yes, you need to improve some food tiles.
