As we don't have yet city2 governor and his thread, I'd like to open the discussion here.
I think that the situation is not optimal as the production bonus from horses is big! Well it would have been better if we would have changed the production into worker just after the city has grown to size 2. But that has happend long ago. Well I propose 2 possiblities what to do now:
1) work the grassland forest instead of horses -> city will grow in 10 turns and barracks will be completed as well in 10 turns, afterwards build the worker (due 12 turns) as the the increase in size will increase the production
2) siwtch to worker (due 15 turns) then continue barracks and the worker in the meanwhile will start the pasture on horses (+2hammer, +1commerce, due 7 turns) (that's for now +50% production in the city), afterwards the worker will build the farm on wheat (+2food) -> big bonus to the city growth
Choice 1 advantage: barracks earlier in case of need (war)
Choice 2 advantage: production bonus from horses earlier
In both cases we'll have the worker and as well the prod. bonus earlier than with the current situation
