I liked Civilization 4 with all its expansion packs. I think you should add some of these ideas:
1. Make a better World Builder or some program to make scenarios, mods, or maps a good scenario. Put this outside of the game if possible. Put a manual of how to use the World Builder or a program to make scenarios, mods, or maps
2. Add more mods and scenarios. Most of the mods were good but you should add more such as:
• Modern World: A Mod that is in Present Day and has all the problems and risks involved.
• The Rise of America: A scenario or Mod that starts in 1776 with the creation of the United States(at this time the U.S. is a confederation) shows as you control the country through history you can decide if it will rise or fall and it continues to Present Day or Beyond.
• Creation of the Middle East: A scenario or Mod which starts in 1900 with the beginning of the 20th century.
• The Cold War: A scenario or Mod that is set form 1945 to 1991 and pitches the U.S against the U.S.S.R. in a complex conflict.
• Dominance in the West: A scenario or Mod (Starts in 1800) where you get to be Russia, Great Britain, The United States, Spain, France, Portugal, Prussians (in 1870 they become the Germans), Netherlands or Italy,. You must fight for who will be at the top and be the greatest country in the West and world with power and a strong economy. This has a world map.
• Dominance in the East: A scenario or Mod (Starts in 1900) which you get to choose China, India, or Japan and you have a choice: Rise to Power or Fall by having much power and strong economy in the East and the world. This has a world map.
3. More civilizations such as:
• Saudi Arabia
• Canada
• Israel
• Switzerland
• Australia
• Kosovo
• Former Soviet Socialist Republics
4. More units needed. Add more than one special unit per civ. Units such as

• Rebeller(s)are units that rebel against you and your government
• Police maintain order in Cities an many more places.
• Counter Spy Unit (CSU) reveals spies and rebellers.
• Prisoners (enemy units that surrender)
• Patrol boat is a small boat with few guns (can carry up to 4 people)
• Coast Guard unit (CGU) a unit that is a either a destroyer or a patrol boat at random.
5. New Great People
• Great Doctor: Heals people, creates hospitals, creates areas devoted to health.
• Great Rebeller: Starts a rebellion in your country and separate loyal cities (to you) from others.
• Great Historian: Establishes an academy, starts researching your history or spreads your history. History can be lost and the historian can get it back.
• Great Culture Person: Spreads your culture around to other civilizations, becomes emersed in another culture, or mixes your culture with one or more others.
• Great Tourist: Tries to attract people to your civilization
6. New worker actions:
• Build fortifications(builds fortifications one space away and around the city or area the worker is operating near)
• Workshops can be upgrades to factories outside of city.
• Expand city limits (helps expand the city into adjacent squares-not the ocean)
• Build improvements outside of borders (can build anything that you have available inside borders outside them)
• Build Highways (This is an upgrade from railroads)
• Build Meglevs (This is an upgrade from Highways)
• Add trains to railways (adds trains to your railways anywhere you choose that can move people and units wherever the railways are available)
• Coastal Defenses [Done by worker] (Construction of defenses on the coast to deter to stop attacking civilizations vessels and doesn’t have to be near cities)
7. New Wonders. I categorized them into three groups:

• Baha'i - Founded by Mirza Husayn-Ali (known as Baha'u'llah) in Iran in 1852, Baha'i faith emphasizes monotheism and believes in one eternal transcendent God. Its guiding focus is to encourage the unity of all peoples on the earth so that justice and peace may be achieved on earth. Baha'i revelation contends the prophets of major world religions reflect some truth or element of the divine, believes all were manifestations of God given to specific communities in specific times, and that Baha'u'llah is an additional prophet meant to call all humankind. Bahais are an open community, located worldwide, with the greatest concentration of believers in South Asia.

• Jainism - Originating in India, Jain spiritual philosophy believes in an eternal human soul, the eternal universe, and a principle of "the own nature of things." It emphasizes compassion for all living things, seeks liberation of the human soul from reincarnation through enlightenment, and values personal responsibility due to the belief in the immediate consequences of one's behavior. Jain philosophy teaches non-violence and prescribes vegetarianism for monks and laity alike; its adherents are a highly influential religious minority in Indian society.

• Shintoism - A native animist tradition of Japan, Shinto practice is based upon the premise that every being and object has its own spirit or kami. Shinto practitioners worship several particular kamis, including the kamis of nature, and families often have shrines to their ancestors' kamis. Shintoism has no fixed tradition of prayers or prescribed dogma, but is characterized by individual ritual. Respect for the kamis in nature is a key Shinto value. Prior to the end of World War II, Shinto was the state religion of Japan, and bolstered the cult of the Japanese emperor.

• Sikhism - Founded by the Guru Nanak (born 1469), Sikhism believes in a non-anthropomorphic, supreme, eternal, creator God; centering one's devotion to God is seen as a means of escaping the cycle of rebirth. Sikhs follow the teachings of Nanak and nine subsequent gurus. Their scripture, the Guru Granth Sahib - also known as the Adi Granth - is considered the living Guru, or final authority of Sikh faith and theology. Sikhism emphasizes equality of humankind and disavows caste, class, or gender discrimination.

• Zoroastrianism - Originating from the teachings of Zoroaster in about the 9th or 10th century B.C., Zoroastrianism may be the oldest continuing creedal religion. Its key beliefs center on a transcendent creator God, Ahura Mazda, and the concept of free will. • Marriages-if a leader likes you they can marry you and bring your civilizations together (this also works vice versa)
• In a city screen factory workers will be added along with farmers
• Businesses can form-you don’t have to make decisions
• UN can send in troops to broker a cease-fire and maintain peace
• You can bail out corporations or businesses in trouble
• If you destroy too much of the environment you must pay for it in money heavily
• If you focus too much on one area of you civilization such as the military other civilizations can beat you in your final score-you must focus on all areas not only one

How about the ability to change the icons for the yields on the tiles. Instead of having them max out at 9 food, 9 Hammers, 9 Coins. How about something a little more logical, like a separate file for each type. This will allow a lot more customization for other types of mods.

This has been frustrating me since the first Civ4. In Civ3 we had the same problem but due to other limitations, like being unable ot change the base city tile.

That is the big one, also update the engine so it can utilize the graphics of the Colonization version. I prefer those graphics better and would like to use them if I own both games anyway.
 
Hooooly S&%@. You thought of all of that? Well, if its your idea, why don't you make it? From what i see, its mostly XML coding needed. For the rest, you can modify the Revolution mod. I am making a mod currently, The Mecha Mod, and it incorporates some of the things listed here. These are good ideas. Now follow up on them.

It's funny enough to see America building their first settlement in 4000 BC, and you're suggesting The Great Civilization of Kosovo, ROFL...
 
It is right to have Kosovo as a country because they are a country under a United Nations resolution...

They don't have recognition, mon amis, and they're not members of the UN, either....

In any case, despite the fact that Kosovo is a sovereign (if only partially-recognized) state doesn't make it the best candidate for being a civ in Civ...After all, its population consists chiefly of Albanians, and unlike the Americans (who are a mixture of assorted Europeans and non-Europeans and have about 400 years of separation from British history by the Atlantic Ocean), the Kosovars are right next to Albania, and some argue Kosovo be a province of Albania rather than an independent state.
 
So the guy wants Kosovo to be in the game? Whats the big deal? Who cares if someone wants to have the Smurfs as a playable race with papa smurf as a leader choice and then maybe even Smurfette as an alternate leader choice. That is there choice. What if they want their archnemisis to be the Snorks. Who cares?

Most countries in the game did not exist in 4000BC and even more than that there were quite a few that existed before that. Its a game people, get over it.
 
I was addressing his specific justification. If his justification was "I have no justification, I just think it's cool," I wouldn't say otherwise. Having been presented with a false/shaky-at-best justification, I point out the flaws.

- the T-55 was a Main Battle Tank, if you want a Soviet heavy tank I suggest the Iosif Stalin Tank, a true Heavy tank.
- also moveable machinegunner? The civ4 machine gunner represents a heavy machine gun troop, have you seen how large and unwieldly heavy machinguns are, take the Vickers for example. Maybe you want a light machine gunner? Say a Bren Gun?
- dont police in Civ already have that effect?
- why would highways upgrade from railways? Rail is still one of the most efficient ways of moving goods and people in large numbers over long distance...
- what affect does the History civic have, what advantages does a great historian give to the player?
- why would a Great Negotiator be useful? Will he sign treaties without my knowledge or break my agreements?
- coastal defences, surely the current forts would work, also, how would a BOAT construct defences on your coast...
- your descriptions of a socialist and communist goverment are pretty much identical... you have described a socialist goverment in both, Do you know what communisim is?
- how would you implement continuous revolution in maoism without making it impossible to do anything?
- marxist-leninism... did he, I dont recall him concentrating on poorer nations... sure you got your facts right chap?
- extreme slavery, whats the difference between it and normal slavery, i take it you plan to include mild slavery if you have extreme?
how do you plan to implement gangs, political parties etc and what effect will they have on the game?
- and regarding the AI beating you on score if you just focus on military, erm it already can...

please can I have detailed answers to the questions I have posed, also, can you explain the advantages given by each promotion?

I doubt the mods will appreciate you recreating a thread they closed either.

I was thinking of a machine gunner that could attack not just defend itself... A light machine gunner would be good also. Well, police should have there own unit for other types of governments. Yes, socialist and communist government are very similar. Its hard to distinguish them. Maoism would make it hard to have a country. Great Historian gives boasts to your people :gp:+:gold: by providing the history of a certain area. Coastal defenses could be made by worker perhaps. Extreme Slavery is the most extreme of slavery. I plan to implement gangs and political parties as possibly as corporations...

and realised you don't understand what an ARTIST is!!!

I actually realize what an ARTIST is. The Great Culture Person is supposed to be for all the culture. Great Artist deals with Art.
 
Culture: The totality of socially transmitted behavior patterns, arts, beliefs, institutions, and all other products of human work and thought.

In Civ I think of the "Culture" aspect as filling the art part of that, as it is represented by a musical note. For beliefs I read religion. Institutions the type of leadership and other civics. Behaviour patterns aren't really implemented in Civ all that much, there certainly doesn't seem to be any differences between nations. For instance there is nothing demonstrating binge drinking, mall culture, gang culture, Sharia law, throw away societies, animal loving cultures. You could argue that a civ that is under free religion is disliked by an Islamic nation because of differences in behaviour (I am still talking about civ the game).

I do think it would be interesting if actual cultural differences were implemented, but that would get INCREDIBLY complicated.

So if a Great Artist isn't a Great Culture person, what ARE they?

AND I'm a Troll, ok... well I'll shut up.
 
OK now thinking about this that IS really going to be seen as trolling! All I meant is that A great artist kind of covers the base of great culture person. Perhaps it would have been more friendly to ask you to elaborate. And I could have probably just said that instead of bringing up a sensitive political topic, which was only used because it seemed like a good example, rather than to offend people.
