Civ 4 Patch issue

I ad a friend over and I downloaded Patch 1.74. It took forever to download and when it did it stopped the game from working.
It came up with a shader libraries problem and I system restored the computer. I have Windows 7 Home Premium. I started up Civilization again and it came up with an error when loading about Python EventInterface. I have now System Restored it 4 times and deleted everything I can find about Civilization as too uninstall it but when I try uninstall it it wants to download the patch again. I cancelled the installation when my friends PC didn't work. I really need this fixed!

* I can load the game but i can't actually play it
Im going to install the patch now and then try uninstall it
it can't find the disk now even though it is inside the CD drive
