Yeah, that's Komodo Edit which should work just as well, never tried it personally though, Open Komodo is the open source version of Komodo IDE which has a few more options than Komodo Edit that I use for non-Civ4 work since it lets me run debugging right from the IDE and handy things like that.
Civ 4 won't load XML files but won't tell why.
