Civ 5 City improvement tutorial

I was playing the tutorials just for the sake of completing them and in the 3rd tutorial I can't seem to complete the goal to connect two cities to my capital with roads. I have built all of the roads but nothing is happening. What am I missing?

Making Rome the capital => build a Palace.

you have to make a palace to designate one of the cities as your capital

Yep, that did it. I havent started an actual game yet, are you always going to be required to build a capital or is that just for the tutorial?

Just for the tutorial since your first city built will automatically be your capital.
