Civ 5 no longer works!

I decided to play Civ 5 after putting the game down for 2 months when I launched the game everything was fine nothing seemed out of order but when I started my game the moment I moved my mouse it froze but I could still here audio but couldn't interact with the game and I couldn't do anything but taskmanager it I tried more and eventually figured out that the game freezes when I move my mouse to fast fast being at a normal pace it isn't distance but the speed at which I move it I've uninstalled and verified game cache as well as uninstalled all the kids but nothing changes please help I'm currently using the most recent build of steam and the game with Windows 10.

Had a similar problem several years ago and it was my mouse. Bought a new one and everything worked fine.

I've tried different mouse's none have solved my issue.
