When a civilization has faster moving units than 2 movement points, the civilization can launch an attack on civilizations farther than 10 hexes between their closest cities. It doubles each additional movement point.
20 hexes at a movement rate of 3
40 hexes at a movement rate of 4
Unlimited hexes at a movement rate of 5
