Instead of pictures, what if their expression could change in portrait window on the main screen. Suppose, they show you their "sword" if they get to a certain hostility level. Warning you. You could react to it immediately without going to another screen.

Also, if I were to hover the cursor over a leader portrait, the other leader portraits could change to reflect their diplomatic status toward the one hovered over. That could bring some of the diplomatic relationship knowledge to the main screen. Not the numeric data, but the general status. For example, along with animated portraits and whatever information that might communicate, the border around the portrait could change colors to reflect "official" diplomatic status. The portrait therefore could be left to indicate the direction the status is going, for one thing. So, if he lowers his sword, for example, and seems more friendly, you relationship would be improving, so you might seek to improve your official status.

Ain't that gonna drain computer resources unneccessarily?
I don't know. It will use more than just the picture we have now though. If it doesn't relate enough information to the player to make it worth while, then yes.

Also, it might be too big if you could see their upper body. If it was only a more nuanced facial expression it might be worth it. It might be worthwhile enough if something like anger were a spectrum of facial expressions with 10 steps. The portrait doesn't relate numeric data but you can gauge where you stand with a leader with more nuance. I don't know if it is worth it though.
