So how did you do the first screen?

Edit the HELP.TXT file (I tweaked the entry for Monarchy).

Start a new game on Chieftain level so you get the help screens popping up. (No, I don't usually play on Chieftain level. Yes, I only played on Chieftain level to get the screenshot I wanted...)

When you acquire Monarchy, up pops the edited version of the HELP.TXT entry.

I don't know how you'd do it exactly, so maybe some excruciating pixel manipulation is needed. They should have knowledge of Gold, Frankincense, and Myrrh.
