Hello,
I have spent some more time with GIF files from RSC archive from Civilization I for Windows and I have some fruit of my labour: Convertor from GIF files to TGA files.
The GIF files are NOT the commonly used gifs that are used on web and elsewhere.
Dack said, that my first binary didn't work and was hard to use even after I repaired it. I hope this post will work on first attempt and without glitch and programs will be easier to use.
In the attachment is documented source for GIF convertor and programs necessary for extraction and conversion of resource files.

Update: convertor from TGA back to GIF is complete as well infrastructure for manipulation of .rsc files. See screenshot with changed tileset:

How to extract and convert all images from Civ I for Win:
- Create a new directory
- Copy civdata0.rsc, civdata1.rsc, civdata2.rsc, civdata3.rsc and civdata4.rsc (CivWin resource files) to the directory
- Copy conver.bat, RSC_extract.exe and GIF_convertor.exe (from release directory in attachment) to the directory
- Execute convert.bat (doubleclick will do, no parameters)
- Done, in directory images should be now all images from Civ I for Win, they are not very different from DOS version though. They are often worse in quality department.
- ... Look at the pictures? mspaint can't read TGA, but any decent image viewer should, IrfanView is my favorite choice.
