Does anyone know if one will be able to modify the rules like in Civ II for Civ III through a text file or something similiar, or is it going to be hard coded?

That issue has not been confirmed in either direction. However, many news articles from firaxis have said that they would like to keep the ability for players to customize their versions much like what was done in civ 2. As to exactly what that means or whether or not they will keep their word...

...nay, I know not.

I proposed (in the other forum that nobody reads because there is NEVER anything new) that it would be good to have an interface where where you could make your own custom civ. Basically, a civilization editor that would then make the changes in a temp file that your game would use without changing the core setup. That way if you ever want to restore it as it was originally you can just click a button to restore default civs.

As to Firaxis keeping thier word about making the game editable some way, has Sid or Firaxis ever given us reason not to trust them to keep thier word?

The current plan is that we will have GUI-based editors that allow you to modify everything that used to reside in the rules.txt file. These are in development and are coming along nicely.

So, long story short, you should be able to do anything you would previously have edited in the rules.txt, it'll just take place in a binary file now instead of our old friend, rules.txt.

While I liked editing the rules files at some times in single-player, and I even justified it that the computer had the same chance as me. But, with my fore-knowledge and ability to take advantage of the changes, it was really "cheating" in disguise, and without the game penalty. Having said that, the main things I liked to change were to make the Riflemen stronger on defense by 1, change the percentage/penatly for changing to 80%, and a couple of others. After time, I started making the Wonders never expire... and it was all downhill after that.

EBS that's why you have to be really careful when edititing rules.txt, it messes up the balance of the game if you are not careful then it is no longer a challenge.

I hope with the new interface in Civilization III that it will be easy to know how what you are changing is going to effect the game.
