How about each civ has their own historical strategies, like Russia will give you infinite ground outside their own cities and then force you to eventually attack their ultra-defense cities. I used this just recently as Rome and became the dominant player by moving all my forces into defensive positions and forcing them to attack. France could keep their main force behind a screen of artillery in the game. Germany pillages all around a city before attacking. Culture-specific strategies like that.
 
I like the idea for scenarios. Each style you mentioned was very applicable in the 20th century, I don't know if the same could be said for the 10th.
 
Maybe just the units are civ-specific and have special abilities, maybe german units can pillag without mov.
