Civ Unlocked Screen Background Image

I can't get it to load. My loading screen background works fine and everything else about the unlock dialogue works fine. Just no background image for the dialogue.

I have two images: "BackgroundImageHigh" and "BackgroundImageLow" - 1920x1080, 1280x720. The civ icon does load into the foreground of the unlock window.

Can't figure out why it can't load. Manually loaded the images into the <UpdateFiles> entries and that didn't help.
