Civ V disc install issues

Okay I've been trying to install Civ 5 for a while now and for whatever reason it keeps on trying to install by download. But it continues to do so even if I use the method steam reccommends where you stop the download, delete local content log out of steam, and use the install from the run program by using "C:\Games and Steam\Steam\Steam.exe" -install D:\. This is confusing for me since I've never had this problem before and the first time I installed Civ it used the disc for install with no issues. And I've tried installing a different albeit non-steam game and it's running fine so it isn't the optical drive. Any help would be greatly appreciated as my download rate is pretty crappy and I have no clue what else to do.

ps: just to add a few details the download was about 5.5 GB so maybe it's just a patch but my disc install was seriously slow as in 12 hours, and from what I can tell there is no visible damage to the disc. Also just to add it the GOTY edition and I also have G&K and BNW both on disc but still registered on steam.
 
If you have already registered the game on steam, then about all you can do is log onto steam on a new computer and run the game. If you are going to play the latest update, then steam is going to download the update because it is probably newer than the version you have on the disk. Even transferring that amount of data between the disk and hard drive is going to take a long time. If you do not turn off the game's auto update setting it is still going to re-download all that data again. If you are going to keep jumping from computer to computer, you best bet is to get a large thumb drive. (32-64 GB). Install Steam and all Civ5 games and add-ons on it, and just move it between computers. All you have to do is have access to e-mail, because steam will send you a new 4 digit code to allow the folder to work on a new computer. It is a portable hard drive that is always setup, until the next patch comes out and needs to be updated.
 
help! i am having same 12 hours disc install issue! network traffic shows its not downloading ANYTHING. steam is up and online mode and i am online (obviously, because im writing this!). how can i speed this up? its umpteen times speed dvd drive thing and it shouldnt be taking 12 hours to install from disc!. ive put the code into steam thats needed is there something there i can do?

ok i was fooled. the install suddenly went to 2 hours for a while then 1 hour something for a few mins then went that the game was ready and any updates are downloading in the background (despite my settings in steam....) panic over. just feel stupid now lol
