What is Happiness
Happiness is a measure of the mood of a city. Each city has effects that make it happier and less happy. These effects are called Amenities. One could say that amenities and happiness are the same thing and you can use either term.
While a city is happy it will produce more and be more loyal. If a city becomes ecstatic it produces even more and is more loyal.
While a city is unhappy it will produce less and may even rebel.
