Civ2 Production Table

The table needs some explanation at the very least.

Why is Factory in the same column as offshore platform? The platform has no effect on any terrain type but ocean. Factory affects everything.

Peat and Oil both give 4 shields, yet they are listed as:
Peat 4 6 9 12 15
Oil 4 6 10 12 15
Why the discrepancy?

Similarly, many terrain types that produce one shield are listed differently:
Plains Normal 1 1 2 3 3
Grass (shield) Normal 1 1 1 3 3

With those producing 5 shields there are three versions.

Hoover Dam?

Factories don't have any influence on sea squares? Don't factories 'activate' Hoover dam?

Assuming I have Hoover Dam. If I have a whale with an offshore platform and the city makes 16 shields. Pull the whale; 13 shields. Add a factory; 32 shields, pull the whale 25 shields. One drops it 3 shields, the other 7 shields.

Railroads have no influence on sea squares, but factories can(indirectly) because they work on the total production of the city, not on a square-by-square basis. That is where it gets messy. You might be better off leaving the Factory/Power Plant/Man. Plant out of the equation because they do not impact square-by-square base production.

And the important thing with Factory and the Plants is that you take base production, divide by two, ROUND DOWN, then add the appropriate multiple (1, 2 or 3) of that amount to the base trade. If your base production is an odd number n, a factory and powerplant will add n-1 to your total, not double it.

Maybe this is just semantics, but it's not that factories "activate" Hoover, per se. Hoover essentially just puts a (Hydro) power plant in every city, and unlike Banks and Universities (which work without Markets and Libraries respectively) Power Plants don't help without a factory.
