Civ3 is too much about waging war

It would seem logical if it were. A desire to be part of the more economically dominant culture. I think trade should be a DIRECT factor in flipping, meaning that money to support making cultural improvments in the long run does not count.

Anyone know anything about this or have opinions?

certainly the economics of civ3 are pretty ordinary. the development lines appear to reward accumulation of capital assets, with not too much regard to capital productivity. we saw what happened in eastern europe and SE asia when capital productivity is ignored. so there's one for civ 4!
as the game becomes more complex, I think it is good principle to follow to allow individuals the option of turning off/on game rules. i really dislike the way the cultural flipping feature is coded, wish I could turn it off.
 
I agree with Coburn if they start changing the balance of the game they have to put on/off switches in or stand to lose a lot of die hard fans!!
 
CIV and human history has always been about war. The developers punish us for this (i.e. carrier/helicopter capacities, bombardment crap) but that's the way it is. History has always been about the greatest army - whether you fought for a silly king or a manor lord, it's all the same. Just because a nation state is involved makes no difference when compared to two cavemen who fought over the larger cave and the prettier girl. Same game, same players… different time… The game or the species will never change.

a real tax slider would do good.
Imagine you had to sell the lux resources to your people. The higher the tax the less likely it is you can sell them their they hardly have any money
 
I'm sure you could list many things but nothing tops war.... money and sex comes in second and third. The latter has yet to be included in the game but in today’s world, who knows? Look for it in CIV IV - I'd build as many houses of ill repute as I could.
 
It is true that the game has more about war than anything else, but look at history.

Know any nation that went to war for little provocation? How about being 2-faced and double-dealing? Know any country that is a big bully that couldn't care less about what other countries think?

Might makes right - always has, probably always will.

When you start a new game just unhighlight the Allow Cultural Conversions box.
