Was gonna toot the horn for Quintillus' Editor but Civinator beat me to it. Awesome tool. Can either build maps from scratch in it or input a graphics file & let it convert to a map. To expand and simplify on something he mentioned - you can do custom maps of any dimensions in Quintillus' editor as long as you stay under the limit.
To the contrary. The ones who know it best - like Civinator - are here and still working at stuff.
