Civ4 (BTS) Performance Problems

Hello, all. I'm having horrible graphics lag in-game in Civ4. This lag is present regardless of any adjustments that I make to the in-game graphics resolution, anti-aliasing, or other video options. My rig is top of the line--I can play tons of very graphics intense games without any problem at all. Civ4, however, takes my computer to the cleaners.

My system previously ran Civ4 flawlessly, with absolutely no graphics lag. Recently, I upgraded my video card (of course I have made sure that I have the latest drivers) and installed an extra 2GB of RAM in my computer. Here is a breakdown of my old setup, where Civ4 played flawlessly, and my new setup, which has made the game unplayable.

Old setup:

Gigabyte GA-P35-DS3L Motherboard
Intel Core2Duo E4500 2.2 GHz Processor
2 GB RAM
NVidia GeForce 7800 GTX 512 MB
Windows Vista Home Premium 64-Bit Edition

New setup:
Same motherboard, CPU, and operating system
4 GB of RAM
NVidia GeForce 9600 GT 512 MB

Can anyone help me troubleshoot this and make my game playable again? I really don't know how to describe what's happening except to say that my in-game graphic animations are ridiculously slow. Insanely enough, the game lags just as much with animations frozen as it does with animations enabled.

Also, whenever I load up Civ4 and check in Task Manager, it shows that my game is using nearly 500 MB of RAM and that it is running with "Below Normal" priority. Setting the game's priority to Normal, High, or Realtime has not improved the problem at all.

Any help would be greatly appreciated. If there is additional information that I can provide someone in helping me to identify the problem and find a solution, then I'll be glad to post it.

Your problem sounds like it's in single player. I'm only having my trouble in multiplayer. I never play SP at all.
