civ4 city textures?

Can someone post a guide to how you can alter the cities by just changing a 2d graphical file? I suppose it can be done without needing to work with 3d as long as you do not plan to alter the actual sceleton of the buildings, so in the future we can have the ability to easily change the cities by just working on 2d files. Or am i wrong?

You need to unpak the files then convert them to a new format change them and convert them back.
