CIV4 on Win 7, CPU usage very high

I recently had to rebuild me desktop and went ahead and installed Win 7, when I re-installed Civ4 and try to run my CPU usage jumps from a normal usage of say 25% to 50+%, once I close the window and the game is inactive the CPU usage drops, open it up and resume playing CPU goes back up, my fan is running like crazy, and I just cleaned everything only a few weeks ago.

Pls post your system Specs (Cpu-Ram-gfx)

i have i7-920 and Civ4 is taking 10% Cpu when sitting at tiltle screen.

To check how many cpu-% the game is actually taking, set the game to windowed mode and lower the resolution somewhat in the options, then open and look at Task-Manager while game is running.

/edit: whoops, sorry, didn't realize you already posted the cpu usage on your system.

/edit2: what do you mean by "normal usage"? If your system is sitting idle at Desktop cpu usage should be almost nothing.. 25% seems way too high for that.

yes you are correct I meant 2-5%, specs for the system are:
AMD Athalon 64 4400+ 2.3Ghz/32-bit OS
3G ram
NVidia GeForce 6150Se NForce 430
Win 7 sp1
