Tourism would only be a "factor" in the proposed, developed, city-states. Empires, nations, countries, like "America", France, Germany, Japan, etc. do not get nearly enough earnings from tourism to be a factor in the overall GDP. For instance, France is the most desired tourist destination in the world, yet only 6% of their income comes from the industry. Not enough to expand the feature of tourism from Civ III's past extra income in the Wonders' explanation. Just my .02c

In terms of its inclusion... perhaps you could discover "tourism" in the advanced era and use it to build a construction, only one... lets not get carried away .
