Tourism would only be a "factor" in the proposed, developed, city-states. Empires, nations, countries, like "America", France, Germany, Japan, etc. do not get nearly enough earnings from tourism to be a factor in the overall GDP. For instance, France is the most desired tourist destination in the world, yet only 6% of their income comes from the industry. Not enough to expand the feature of tourism from Civ III's past extra income in the Wonders' explanation. Just my .02c
