Civ6 & possible World Congress/UN thoughts.

I was having a think about future improvements to the diplomatic game in future Civ6 expansions, namely a return of A World Congress/UN system like we had in Civ4 & Civ5 (though a BtS style Apostolic Palace would be cool too, given how complex religion is in Civ6).

Of course there is the question of what a UN/World Congress could do? Well I think a lot of its abilities from Civ5 could carry over nicely to Civ6-especially if we get back the Ideology system of BNW. Another thought I had, though, is that it might allow for the "outlawing" of certain government types.....or even specific social policies. Any Civilization refusing to abandon said government/policy would be potentially declared a "rogue state"-& might allow for a Cassus Belli. Indeed, the World Congress/UN might allow for "Peace Keeping" operations that would automatically be considered as having a Cassus Belli.

Just a thought.

What seems a logical way to go for the UN/World Congress with the 'fine-tuned' diplomacy markers is that what you propose and vote for has more influence on the diplomatic relations in modern times than many other things. And if civs have positive modifiers, it should be easy to convince them to vote for the same thing as you want to.
 
Definitely wanna see the World Congress return in a Civ VI expansion. This would be an obvious improvement to the Diplomatic game, but what I'm looking for, is for it to buff the Culture game (and maybe Religion game), too. I have not played CIV, so I'm mostly writing based on my experience with CiV.

In CiV, the World Congress was an important amplification of the Culture game due to two reasons. The first is the direct effect of Tourism pressure to other Civilizations' to have the same Government as an influential Civ. With a different Government, the influenced Civ would get penalties in Global Happiness. The second reason is an indirect effect of City-States giving bonus Influence from Culture accumulation and GW/GA/GM production (and also from Faith accumulation and Religious conversion), due to these Quests being rather common. As a result, the more Culture (and Faith) you accumulated, the more City-State Allies and votes in the World Congress you would possess.

The pressure to have a similar Government type as an influential Civilizations can be incorporated in the Tourism system of Civ VI by simply annotating the Foreign Tourists by the Civs they "travel" to (although this requires an UI modification of some sort). The second indirect effect from the City-state Suzerains would exist to some extent, too, because more Culture means more Envoys earned from unlocking Civics. However, this might not have as large impact on the amount of City-States that you can Suzerain, as the Culture and Faith accumulation Quests did in CiV. For this reason, one could long for some other way of World Congress augmenting the Culture (and Faith) game.
