Civ7 GOTM-01 Before Starting The Age of Exploration

Picked up the Normans, as I will continue with my soft power, but I also intend to mix in much more of the hard one. Changed the capital to my freshest conquest:

My goals: Friedrich shall just die from the luggage of hatred, Lafayette made a serious mistake in the past that will not just be forgotten, and Ashoka is playing with fire with such a settling policy and will burn from it probably. Xerxes has a very cool spelling of his name, so I intend to be in close correspondence with him during the Exploration Age, sharing all the things, as I like typing in all those Xs :lol:

Went Machinery for a siege unit and Economics for a Merchant.
And final justification for an early war against Friedrich, my cog has spawned in a blocked position:

Finished on Turn 118 with one of Napoleon’s settlements flipping to me, causing me to hit both the Military and Economic GA (see my Antiquity Summary). Total of 9 Legacy points, in addition to the 3 Mil and 3 Econ, I earned 1 Cultural for 2 Wonders and 2 Science for six Codices.

Choices were Spain and Norman (Augustus/Rome), and unlocked Inca, Ming, Shawnee and Songhai. My plan all along was to for Spain, I haven’t played them yet and they seem custom-designed for the Exploration age. I have several coastal cities, although all on the East coast, so I know which direction I am heading.
 
Playing as Inca. Trying to max out Economic legacies. Unfortunately the game gave me the Cog in the river by Djedet, and Friedrich is blocking access to the sea. I had enough money to buy a Cog at Rome. Had some influence and tried all I could to improve Friedrich's opinion of me to try to get him to allow Open Borders, but to no avail. Going to have to turn around my armies and try to take Waset.

Should the game give you the opportunity to place your Cog in the port of your choice?
