How do you get them to work properly? First I said, this is almost to good to be true, 2 shields without corruption but when I added a civil engineer nothing seemed to happen... Any idea what's wrong? Is it some **** like with the space stations in AC, that the bonus can not exceed the number of shields produced in the city?
 
You must be producing an improvement, small wonder, or great wonder in order to receive them. You will not see them on the city box where the shields are shown, but rather under the CE itself. If there are two shileds there, then you are receiving the shield properly.

And if you try to rush an improvement, and then switch over to unit while trying to use CE shields, you'll lose the shields you would have received for the improvement.

Yeah me too... A railroaded flood plain city on the other side of the planet can kick ass with a bunch of these fellow... But you won't get a factory bonus right? Anyway, a size 20 city could easily produce 10 shields per turn.
