Civil Unrest

In general you battle against other civs.

But in reality within your civilization there is huge conflict.

In my opinion when you have civil unrest there shud be the possibility of having a city break away from you and forming a new rival faction.

Best example is the Americans. Who are the Americans? They are a break away from the English.

A game example; The French. Lets say you have 20 cities. You have civil unrest in a city far away from Paris called Calais. This city is in heavy civil unrest and the population have had many rebellions. Lets say the leader of the rebellion declares independence for the city and Calais becomes the capital of a new civ called the Calaisians.

In addition to this if you have other cities in heavy disorder they wud break away from you and join the Calaisians.

There wud be alot of skill in preventing a Indepedence Break-Away movement. It wud add an excellent dimension to the game.
