Civilian movement restrictions

Why do civilian units have greater restrictions on movement than military units when it comes to moving through other players units? I would think the opposite would be true as a civilian unit isn't a threat to anyone (well maybe a general passively).

Sometimes your units have to take very long ways around other players units to get to where they need to go, or sometimes get completely stuck from their objective.

Case in point.

Provided the yellow & green civs aren't at war; the worker can pass thru the tile the yellow units are in but can't stop there.
(If the longsword in neutral territory is a soft tile, the worker can definitely be given orders to go directly to the neutral tile along the coast; he just can't be given order to move one tile at a time.)
 
That is incorrect. The correct answer is the worker cannot move. Green (me) cannot move the worker through yellow (Russia) whom I have open borders with. Even though there are spaces 2 spots away that are valid for the worker to move, the worker cannot pass through other players units and must move around them.

If you doubt this test it yourself with a worker in your next game, try to move on the opposite side of a neutral unit.

Thankfully this only lasted 1 turn as she was on her way to war with the Ottomans.

Moving civilian units thru a different civ's military units has always been impossible in CiV. You can move military units thru other military units and military units thru civilian units but that's it.
 
I just say civ 5 so it avoids any confusion. cIV and ciV are so similar it is hard to comprehend when reading posts quickly. And yep, both 3 and 4 allowed civilians to move through other units freely if not at war.
 
It's almost certainly a bug. Quite annoying when you're trying to keep settlers escorted with military units stacked on the same tiles.
 
Perhaps it's intended as AriochIV says. But the documentation is so poor that we have no idea of knowing whether that's the case or it's a bug.
