Civilization 3 on Windows VIsta (64 bit)

so, i recently upgraded from my old desktop running windows xp, to a newer laptop runnign windows vista home premium. i decided to install and play civilization 3 and all that went fine, much to my suprise(i had heard that vista and civ 3 were barely compatible). i then decided to download TCW 1950-1991, which had worked fine on my old desktop. i downloaded it and then as soon as i attempt to extract it i am denied access. it says it is unable to create directory to Program files(86)\atari\civilization 3\conquests\scenarios. what am i doing wrong?

Does the account that you're trying to download with have write access to that directory?
